LETnEC (as Jacobs, et al, LLC), provided consulting and training services on a project with the Columbian National Police (CNP), through an IADLEST contract.
The CNP started a Standards Division which has been tasked with developing criteria for the validation of 160,000 police officers. Validation is testing each officer that they meet specific standards and criteria every three years to continue their service and employment.
To validate their officers in five identified standards, they needed to create a validation process of written and scenario-based assessment, which would include evaluation of the assessments and impact of the validation process. Using a Job Task Analysis developed and provided by the CNP Standards Division, the IADLEST team developed three courses:
– Fundamentals of assessment: creating, measuring, and evaluating written and scenario-based assessments, to include writing scenarios that can be replicated and objectively assessed.
– Basic Validator Training: developing validators who will be assessing officer performance in validation events.
– Train-the-Trainer for the Basic Validation Training
We traveled to Bogota, Colombia, three times. Once as a fact finding project, then delivering two weeks of training for the Fundamentals class, and a six-day training for the Train-the-Trainer. The Standards Division will continue to develop scenarios, have been trained on how to evaluate performance of the written and scenario-based assessments, and how to adapt materials to changing events and issues discovered.
