This is a Mars distance high-level overview of creating training for law enforcement. This was a three-hour seminar presented at the AZPOST Instructor Conference, Feb-2026. One thing that I made clear, several times and throughout the seminar, there is a lot to cover, but the last hour of the class deals with what someone can do to improve their training – that they are already doing.
The first part was covering the rubric I use in the Training Evaluation Plan and explaining why it is important. We can’t improve where we are unless we know where we are going. The Training Evaluation Program rubric provides that target to move towards. Exceptionally few people will be able to make a universal change to a total process of creating training, so the only solution other than “all or nothing,” is to provide opportunities to make change in the processes they are already doing.
The ADDIE Chart is what a perfect world process and methodology looks like. Again, exceptionally few can do that. So, I created the MAP ADDIE – the Minimum Acceptable Product ADDIE. I grayed out the areas that are not part of what a lot of us were trained to do or already doing. Most of the non-grayed out areas are the processes and methods you are already doing, in the correct order. There are a couple of things added that would only add a couple of hours to your time creating training, which is minimal for the efficiency and clarity they provide to the process.
The Participant Guide (included below) goes into detail on each non-grayed out step with ways of improving that part. How to write more effective performance objectives, how to write better test questions and create rubrics, some quick tips for improving slide decks. Also, I added how to do a Discovery (Analyze stakeholders expectations, observations, etc.), creating a task list, and performing a maintenance.
